I think this is probably the RSPCA trying to beat up its own self importance and gain sympathy for fund raising. By policy they seem to think that herps should not be kept. They are not my favourite organisation!

Animal cruelty call every hour

RSPCA inspectors receive a complaint about animal cruelty every hour in Victoria, new statistics reveal.
And the number of complaints received increased almost 17 per cent in the past year, up to 9759 in the 2004-2005 financial year from 8360 the year before.
Nationally, 48,503 complaints were received.
The figures come during RSPCA Awareness Week, which ends tomorrow, which the organisation says is a chance to celebrate the joy animals bring to the world while highlighting the tragedy of animal abuse and neglect.
RSPCA CEO Maria Mercurio said inspectors prosecuted 45 cases of cruelty in Victoria, and 339 nationally, in the last financial year.
"Whilst starvation and neglect were common causes of cruelty during the year, a few cases in particular stood out that were deliberate acts of cruelty to animals," she said.
"The Inspectorate will, unfortunately, no doubt have to deal with similar cases this year."
