Interesting story, They will saturate the Darwin market in the first year and tehn export to other states that sell through pet shops.
Even with the license obligation I can only see an outcome of lots of dead Mc. rugosus. Perahps they should look at a sustainable reptile market. You know, like Snkes NT only with customer service and genuinely good product.

It guarantees survival of species I guess and helps out the local people.

Just look at the Indian Venom Schemes they've worked in bringing in money and a lively hood for the people in regional areas

It is probably a fairly reasonable approach to taking from the wild in a sustainable way. The odds on young turtles surviving in the wild are pretty steep.

I have heard or similar permits in NT for Pigmy fresh water crocs.
