Bearded Dragon Problems ?

Hi, My Bearded Dragon hangs around all day with his mouth only abit and his tounge slightly out. Is this bad?..

nar he is just hot all berdies do that when they over heat

No I know that but even when he isnt basking, even went he is cold and the tank is cold he does it, Im really worried. Oh and he wont eat.
