a pair should be okay if you intend to handle them and let them out lots.bigger would be better for two,but bigger is always better for enclosures.why not look at the little pygmy beardies?
 
I would disagree. I think 2 would be far too cramped and you can faec dominance issues from lack of room. The suggested space for 1 adult dragon is a 3ft tank.
I currently have 1 female pygmy dragon in a 3ft tank and she loves it. she is 25cm head to tail tip. I think a 3 ft enclosure is perfect size for her.

I am also on the side bigger is better a pair may go in a 3 ft for the first 3 months then get them a large one, if not i would just go one.
 
one. a 3 ft is OK for an adult but not ideal 4ft is much much better. your dragons will have alot of feed/dominance issues and will compete for basking spots. i will only ever house youngsters together that requires very close monitoring. so for the sake of getting two dragons.. buy a second tank.
 
1, I have 2 female adults in a 6ft enclosure with double heat lights so they don't compete for the hot spot.
