Licence issue for geckos, advice please

I bought a pair of smooth knob tail gecko s back in May but i didn't have my record book. I gave the guy all my details and copys of my licence, he didn't have any ink in his printer either so he couldn't give me any of his info either but he said he would send it to me. Long story short i haven't recieved any of the info. Is there any way i can get them registers without the guy i bought them off's info?

would love any good advice i can get.

You either need to get his info or explain to EPA what happened and pray for mercy
