Public holiday parking

So the family went to Gold Coast today and we found a car park on the esplanade right at surfers. A two hour P mon-sat. Being public holiday I and the family assumed it was no pay today. Luckily I saw two P-officers walking around so I confronted them before we left the car, sure enough they said it was Wednesday and therefor u pay. Weird as all other places that has free P after a certain time frame also gas free P on PH. Please let me know what u thought those P rules were like

I'm in Melb and have always just followed what the sign says. I've never seen one with any mention of Public holidays and have always just gone by the day of the week/time.

I think the purpose of the times would be defeated by allowing open parking on a public holiday (which would still be a peak time in most places)
