Sick pygmy dragon?

Hey, i've had a pair of pygmy dragons now for about 2-3 months.
Been feeding them dusted crickets, bok choy, carrot, occasionally mealworms (rarely).

When i first got them, one was about half the size of the other.
Theyre both the same size now, except the one who was initally larger may be unwell.

About 2 hours before my 13hr light cycle turns off, he crawls to the furthest side of the 4ft tank, climbs to the very top of the rock wall and just clings there.
I woke up this morning and he was still latched there at 10am, my lights turn on at around 430am.
Hes been doing this quite regularly and he never seems as interested in food as the other dragon.
Very slow and sluggish.

Apart from that though, he appears to look healthy.

Any advice dudes?
it doesn't want to stay near the heat at all. It's around 33-37ish degrees in the warmest spot.
 
There are a lot more veggies you could be feeding them you will find a large list on the web.
Hot spot should be between 40-45.
They should be separated as well.

Well, the air temp is 33-37 but that's not including the heat rock sitting directly under the light that's on 24/7. Its probably more on that range on the actually heat rock.
Also they aren't the only veggies i feed them, but i just wrote those instead of the whole list.
All the research i've done suggests that 2 pygmy bearded dragons will easily be housed together in a large 4ft tank (which it is) there's always food avaliable and i've never seen any aggression.

But specifically, any advice regarding the abnormal behavior?
should i just keep an eye on it for now?

Could it possibly be trying to brumate? I know my guy went off his food for a while and is sleepy around this time of year.

what age would they start to do that?
This dude was hatched in march i think.

hes still not going into the heat/light.
hes just burrowed down Into a dark chasm and has his eyes closed(he is alive though haha)

anyone know what to do?
