Is this ok? I have just put in a frozen water bottle in a towel in there and hope it helps. It is hopefully around 29 actually inside the enclosure on the rock but the air is around 30c so I wanted to ask. He has also been staying on the cool side recently too.

I live in Perth with a Stimson. My first advice is, get a thermostat that runs your heat, then get some devices to measure the temperature accurately. Like in/out thermometers and lazer types. Then if it's real hot weather, you can turn off your heat unless you have just fead. I turn a fan towards the enclosure sometimes.
Stimson are nocturnal, they don't like to lay out on top of a rock, they prefer a cave.
"Hopefully, and actually", are not the best way to monitor your temperatures. Good luck x
