Turtle tank heater

I’ve been using a

Aqua One 200W Glass Aquarium Heater in a horizontal position​

and my turtle keeps standing on it and moving the heater out the water where it burns out I’ve lost two heaters in the last twelve months.

can anyone recommend a better heater or what else to do.
