von Hippel and von Hippel first proposed the idea that Viagra would help reduce the trade in endangered species in 1998, then wrote it up in 2002. Craig Hoover, the Deputy Director of TRAFFIC North America published a response to their 2002 paper suggesting that their conclusions were not entirely accurate. In the article, published in
Environmental Conservation (Vol.30, Issue 4, pp 317:318) he stated that
"the authors appear to be in search of data to support their hypothesis, rather than test it, and thus they overlook a number of important factors."
There are a variety of products used in chinese medicines to treat erectile dysfunction, and Hoover discusses dried seahorses, Sea cucumbers and deer antler. The imports and exports of these products around the world dropped in 1998 with the introduction of Viagra - but rebounded in the following years.
Hoover suggests that the cause might have been the Asian Economic Crisis "which began in 1997 and bottomed out in 1998 before rebounding strongly in most countries over the following years."
As for the seal penises, Hoover says
"this trade does not appear to be a driving force in the seal harvest, as indicated by the dramatic increase in the harvest from 2000 to 2001." (The seal harvest has alweays been for skins and meat - the genitalia is just a byproduct from the harvest).
Don't get me wrong, I haven't analysed the data sets or read the original papers - I'm merely presenting another opinion to counter the one-sided reporting in the news article.
