as far as I am aware, yes you do. I live in Queensland though (you definitely need one here) so it might be different in VIC

Yes you require a basic reptile licence for every snake even if its only one, doesn't matter what state you live in.

you certainly do. If you're Victoria, it starts at $50 for concession on basic lisence (which covers spotted)
