Master's Snake on the SA basic license

I was reading through the species on the SA basic list and i noticed that the masters snake was the only elapid on the basic list, is there any particular reason why? and also do they even exist in captivity?

Venomous, but not regarded as dangerous.

what about nsw ? pretty sure you can have vens until yourve held a license for 5 years ?? correct me if im wrong
