Might be a stupid question, but have you set the temperature?

From memory, straight out of the box, the little knob is usually set to the lowest temperature - meaning the heat globe would have no reason to switch on.
 
Try opening it up and see if the fuse is ok, the fuse could have ruptured its easy to replace and will not void any warranty.

Tried turning it both ways! it shouldnt matter as its meant to be a dimming thermostat so the heat source should always be on

No that is incorrect, the heat source will switch off if it needs to, so being low on the thermostat will be off, unless of course your room is freezing. Turning all the way left is cold and all the way right is hot. The little yellow light should glow brighter as the thermostat provides more heat to the heat source. If this light is on and there is no heat at your heat source, then check all the connections. easiest way is to plug your heat source into a power point and see if at all works. If it doesn't, then you need to find the point at where it loses contact, if it does, and the light is on on the thermostat, then the thermostat is faulty and it needs to go back to URS for repair. Of course this is providing the fuse is ok as mentioned above.
