According Struan Sutherland in "Australian Animal Toxins" (the original 1983 version) both the venom of the Blue-ringed Octopus and Cone shells cause death from respiratory failure - in the case of the Occy, the venom causes a sodium block that paralyses the diaphragm. "Cardiac function remains unaltered until anoxia becomes severe." But as you said, keep up the mouth-to-mouth and they'll be OK. "Prompt, adequate and prolonged ventilation has been shown to result in complete recovery." But you must remember, vomiting is a common symptom and may hamper efforts at resuscitation.

There was an article I read in a dive newsletter while a member of a dive club in WA. It was about a couple, Husband and Wife, diving in the Ningaloo area I think, one was bitten by a blue ring (the Husband I believe) and the wife resuscitated him for 45 minutes until he was able to breathe by his own power again.
