Put something rough (not sharp) (in the enclosure if there isn't already) for him to rub up against to get it off.
Spray him a bit.
Put him in a damp pillowcase and try gently rub the skin off.
maybe give a humid hide a go. (check on this first as I'm not 100% sure. Not soaking just humid using spagnum moss. maybe?
 
Moved the snake into a new cage a month ago with with uv light and heat lamp with coconut husk substrate.

If it has only happened since those two changes then chances are that one of those changes may be the cause.I would put it onto newspaper for the time being and ditch the UV as they don't really need it anyway.
 
Woma's do not need to be misted or kept damped when it comes to shedding as they have enough oils in there skin to do so
They don't need humidity either they are desert snakes living in temps that reach mid 50 in the wild.
Give him some big feeds like Nilesh said which will bring on another shed and that should clear things up nothing to be worried about.

Looks pretty bad. I would change his enclosure back to how it was before the problem, in case something is irritating him. Maybe give him a bigger water bowl so he can soak if he needs to. For a woma to have a really bad shed the humidity must be extremely low. What are the temps?

Since it is still eating, I would decrease the time between feeds and hopefully it will shed soon.
 
What type of coconut husk substrate?? Check to see if its an organic kind, if its very dusty etc as this may get under the scales and cause irritation... Just a thought...
 
Try putting the water bowl at the hot end of the tank when you notice the eyes go milky, I tried that this time round after a bad shed last time and this time he shed in one piece with just a tiny little patch on his back near his tail.
