i think there may be an underlying problem here. A vet is in order. and I'd ask for blood samples to make sure there isn't an infection.
 
From the degree of swelling and the crease when you have removed all the retained shed there should be exposed flesh and a little bleeding in the crease. The foot is going red because there is a lack of proper circulation. If its not raw in the crease then in all likelihood the skin is still there. You will need to debride any dead tissue. Sorry to harp.

I am sorry but I keep thinking the same as -Peter with my previously described transparent noose of skin still being there.......
 
you mentioned it was retained sheds from last 3 sheds,that means its been restricted over a long period,is it scabby or sore looking with raised scales around the foot,in the crease or near by,doesnt nessacarilly need to be right around the foot either

It simply seems you need to go to a reptile vet,
It's been messed up for a month, you cant see an external problem,
You feel the situations and solutions presented by other members don't fit your situation,
So it appears the only option in order to hopefully save his limb, and hopefully some major discomfort...'cause that's gotta be hurting.

Nice avatar br3nton lol, And as everyone has said A vet is in order. And how did you let this go on for A month? my bluey has never retained shed and I never mist him when shedding? Sorry to dig but it's not like it's something you can miss over A 3 shed period
