Click clack getting too hot - advice please

Hi! I’m a first time snake owner and I’ll be getting a yearling Stimson in the next few days. I’ve set up a clickclack for him following instructions I found on some other threads. I’ve got the hot-end thermometer under the paper towel as I read stimmies like to sleep under it sometimes - it’s reading at 38degrees but the air temp is 24degrees. Does anyone have any ideas why they’re so different?? Is this okay? I don’t want to burn him by letting it get hotter, but I also don’t want him to freeze

It’s a 7.5l sistema, with high air holes on the hot side and lower air holes on the cold side

Any advice would be great, thank you!!
