Depends on the size of the enclosure. They all live together in the wild but i wouldn't be surprised if the turtle had a few nips at the dragons legs or tail and possibly visa versa.
 
If you are prepared to take the risk that your dragon may lose some of its tail, then yes they can. Depends on the size of the animals in question.

I have seen them kept together on many occasions with no harm done but I have also seen a few ewd's with the ends of their tails missing due to turtle bites.
 
IF you can partition the pond in such a way that would enable the EWDs a "safe haven" to bask in & near the water, where the turtles couldn't get to...that would be ideal.
 
I have both in a large outdoor enclosure and I've had no problems at all. They don't bother each other. When I go in to feed the turtles, the water dragons sometimes jump on the turtles backs and ride around trying to get a feed too, lol.
