Could the noise be possibly coming from the nostrils,if this is the case he-she might have R-I ,respiratory infection.generally bumping the temperature up to 30-32c could help,or a visit to your local herp vet would be even better....making crackling noises around the head,ive never head off before...
 
or maybe he's too dry? & he's trying to shed or something?
just a thought..
 
I'm with Ravan. If you are sure the crackling is not his breathing, then I would presume it could be dry skin. Could be coming up to a shed or have an old skin still stuck there. Could also be a sign of dehydration, too.
