my incubator is up and running with nothung in it testing before i have eggs.
the incubator stays within 1 degree all the time at the moment it is 35 - 36 but inside the tub it ranges fom 24 - 28
how can i fix this

We will need a description of the incubator and how it is currently set up to offer an appropriate answer. Photos help also.

Regards.
Ewan.

here are some pics
it is controlled by a bi dimming thermostat and has a fan it in to move the air around
the door that is open has a perspex pannel behind it and then the bigger door into the incubator so i can check it without opening the incubator
it is heated by 2 light globes

Elevate the tub so it is closer to the heat source to increase the temp inside the tub.

it has been runing for a week now.
ok will elevate the tub now but what about the difference in temps inside the tub it is up and down when outside the tub is the same.
right now in the tub it is 30.5

It is important that it remains stable and it may just require some tweeking. Where is the thermostat probe situated? Can you control the speed of the fan?

i have tried the thermostat probe in the container and outside the container with no difference, i can't change the speed of the fan but how would that affect it as the container is completly sealed so no air can get into it

Would try running it with no fan and see how that goes.
I have built a incubater out of a bar fridge with a adjustable fan and
dimming thermostat and found the fan gave me a lot of problems.
I turned the fan off then had .1 degree variation top to bottom and 31.5 to 31.4
degree constant temps.

I agree with mooseman. Try with no fan. I don't understand why, however, fans can work in some Incubators and not others. In my incubator I use a fan but it I run it fairly slowly. If that doesn't work maybe try use a heat chord instead of globes.

i'm an electrician and as a steady heat source using a lighting globe is the worse and most inefficient way to heat an area for starters the heat in a (white) light form travels quickly and feels warm went hitting your skin but doesn't penetrate the surface well but with a good dimming thermostat and heat cord or element wont produce light or feel quick to heat but will provide a good constant heat a will penetrate well like a low temp oven hope this helps,
also a fan is a good idea but not one that brings air into the incubator but rather one that just circulates the air that is already heated inside this will provide a near even temp all round..

a heat cord will develope more stable temps rather than lamps even with good thermostats. i would also be concerned the eggs may roll around your tray if and when u need to move the tub
