No jay there are exemptions under the laws for people who are registered breeders(as opposed to backyard breeders)

Even better - CSIRO should develop a flea transmitted lethal to cats only desease to help exterminate stray and feral and uncared for cats.

There has been talk of a virus (kind of like mixo used on rabbits), but there was too much risk to pets and zoo animals for it to be looked at seriously.
