I would treat such a product that you refer to a worthless junk to put it bluntly.
rather than a reptile comfort leash i would call it a stress machine.
However I bought a small animal harness for my one or young spencers monitors, he didnt mind me putting it on and behaved normally while wearing it and it seemed like it didnt bother him.
However if its used to restrict his movement i think it may cause some stress.
Also he got out of it in less than 2min when i wasnt watching.

For a 'tame' large monitor where a strong harness may be fitted in a way that it cant wriggle out such an idea may work.
The reason I got it was so I could let him roam freely in my yard as I followed him round on a long leash. Definately not so I could drag him around like a dog.
Considering such monitors usually roam large areas(as opposed to a few meters) letting them roam in such a fashion could be a good thing IMO.

I also think it would be very wrong to use such a device on a lizard that is scared or runs away from you(this includes just about all lizards).

i wreckon that could be useful if you had a largish monitor, course on a loose leash and under constant supervision. the snake leash IMO is a stupid idea.
