yes they are venemous. there is only one species of sea snake that is non venemous that im aware of but i may be wrong.

You are sort of right the marbled sea smake Aipysurus eydouxii. Has switched from eating fish to eating fish eggs so the venom is 1/100 the toxicity of other sea snakes, their fangs are nubs and the venom glands have atrophied so they are in the process of becoming non venomous. This is very cool stuff
 
Can't say that i have ever been lucky enough to see one....alive or dead.How big do they mature at?do sea snakes come in many different colours like marine tropical salt fish?
 
Actually there are two Sea Snake species that have undergone significant change as a result of a dietary shift to fish eggs, Emydocephalus annulatus and Aipysurus eydouxii.

As for being able move quickly out of water....I disagree completely, I almost had a Pelamis hanging off a finger about 10 years ago
