Is there a male in with her? When I had lizards I had the same problem. The female laid eggs, and the male started aggressively attacking her arm. It looked like the arm on this one. If the same is happening to this lizard, they'll have to be separated.
 
no its just her in the cage alone... im stumped..... my first thought was MDB but it dosent look right for that...
 
any chance shes broken it, it would be worthwhile getting an xray. could it also have squashed?
 
Try putting her in a warm bath and see if there is any skin constricting the top of her leg... I have had that happen before and it looks the same as that......
 
Could very well be the beginnings of MBD - does the animal have access to sunlight, a reliable source of UV, or calcium? A few minutes in the sun, 2-3 times a week should help if that's the case.

Unexplained swellings, especially in the limbs, are often a sign of MBD.

Hello,

It is a big possibility of metabolic bone disease. I do not know the previous care of this dragon, but it could also be gout, as well which is somewhat common among reptiles when the husbandry is off.
I highly recommend a blood test to see where the calcium levels are as well as the AST, Uric acid, & BUN levels are to determine whether or not the kidneys or liver are functioning at optimal levels.
