Turtle spot

Hello,
recently I discovered a 'spot' on my turtle's neck. I have looked really closely at it, and as far as I can tell it looks just like a small black freckle. Does anyone know what it might be? Could it be just a discolouration? By the way it doesn't rub off

Just keep an eye on him that it isn't a fungus developing. If it spreads it might be worth getting it checked out.
