Tiles are the safest and easiest to clean, while still looking good,..

newspaper is safe but ugly,...

i use sand since they dont eat in their enclosures and love to dig, but they also dont spend much time in their enclosures and poo in their daily bath.

sand can be a stinky breeding ground fro bacteria if they poo in it and its not scooped out daily, not just spot cleaned but the whole soggy clunp needs to be removed.

i use the washed sand from bunnings, at $6 for a big bag it can be changed regularly and comes out as granulated as it goes in.

fine sands and calcium enriched reptile sands can cause blockages that can kill tehm.
 
We have used red desert sand from the local pet shop for the whole time we have kept and bred them, feed them in the enclosure and clean up after them once a week, no impact, no infections, our oldest dragon is now 12 years old.....and she is still reproductive!
 
on another reptile whats the best substrate for eastern water dragons.i was going to use cleaned dirt with leaf litter on it
