I am surprised the RSPCA fielded that enquiry. I would have thought they would handball that to the Federal Police and have a little more expertise if the were investigating Cobras.

I agree. This sounds like a legal matter rather than a welfare matter.
And what is the use of inspecting via appointment? Any Illegals would be just hidden/moved off premises before the inspection.
