Doesn't look leucistic to me. the pattern is visible. Leucism removes all pigment-producing cells. Looks like it might have a full set of loose skin which needs to come off. If it does normally look like this and it's not just strange photography exposure or something, it would be a pigment-regulation mutation, not a pigment removal mutation such as leucism. I think if someone did catch this lizard and put it in a box they'd quickly have a normal-looking Frilly and some loose skin on the floor. Can't 100% confirm from these pictures, the quality isn't good enough, but it's not a leucism-type mutation.
