Help! Is it scale rot?

Hi everyone!
I have a 6ft Centralian / Bredli Carpet Python and I am worried that he might not be in the best of health.
His previous owner kept him in less than ideal conditions. The tank was very dirty and smelled awful, and possibly the worst crime of all was that he had a functioning waterfall inside the terrarium. *head desk*

I have noticed some patches on his back and sides where the scales seem a little rough in appearance. It almost looks like retained shed, or wrinkled scales. Sort of dry and flaky looking. There is one small patch in particular near his head where the scales are slightly raised and there is a white-ish bit underneath the scales. When I say small I am talking no more than 4-5 small scales. The patches on his body are the same if not smaller.

I am wondering if this is possibly scale rot or maybe mites? There doesn't seem to be any of the trademark discolouration on his belly associated with scale rot. He has black scales on his belly but these scales look healthy and seem to be part of his normal pattern. What do you guys think???

I have stripped the entire contents of the tank, all perches and substrate as well as that Godawful waterfall. I have scrubbed the entire thing from top to bottom and slapped on a fresh coat of paint. My boyfriend has helped me rig up some new branches and logs inside the terrarium and I am going to be putting in the thermostat and waterbowl this afternoon.

Is there anything else I should do to ensure that my snake is happy and healthy?

Any advice is appreciated!
 
have the same problem, i sprayed the enclosure wit mite spray and she seemed to do better, but i think the patch is still there, not at home right now so i cant check
