A tender requires you to outline and submit what you intend to do and how much you will charge when offering to supply goods and or services.

We have a thing here called the tender centre... and all it is is your write down how much you would pay for "that". and hand in the form... you never know what others put on it untill the end. i think its what you would call a blind auction.... but its not. hence the name tender centre.

I would like to suggest that whatever it was, it was a success, and the Buyer, Vendor and URS are all happy.
Personally, in relation to this matter, I would have to of said that it was a hybrid(Maybe an Intergrade) between a 'Blind auction' and a 'Tender' ! LOL!
