Heatting not getting up to temp | Need help

Hi, I'm currently building my first snake tank and had so issues with getting the temperature right within the tank currently I've got both 14w heat matt and a 50w ceramic heating bulb over the hot side of the tank both are connected to a simple brand thermostat.

These both are only getting up around 26.8 degrees currently wirh the prob being just anove the substrate where I'm currently aiming the hot side to be around 28 to 30 as I'm keeping a childrens python.

The thermostat is currently set at 33 degrees and when I try both the heating pad and bulb they are hot and have been measured around 31 with a independent thermostat.

I was wondering if I should increase to wattage or what else I should do to attempt to incress the temp of the tank.

And tip or help would be appreciated.
